The VAT laws are handled differently in each country. While most of the EU will allow for VAT exemption on Business to Business transactions, depending on the country the buyer is based in. If a buyer is eligible for VAT exemption they may seek reimbursement through the appropriate Tax Authorities within the applicable country.

When Phusion becomes aware of a security vulnerability in software that is included in any of our products, or in our products themselves we investigate the implications of the vulnerability, apply any upstream patches as available, test to make sure that the vulnerability is in fact fixed; and then issue an update with the fix included.
Yes, starting from Passenger 5.1.0, notifications are logged to the Passenger logfile if there are important security updates affecting Passenger. It is also possible to receive notifications via email or phone by making use of a premium support contract.
We constantly work on improving Passenger, this work generally results in one or more releases per quarter.
